The billboard includes Bush, Cheney, Rumsfeld, Wolfowitz, Aschroft, Novak, and Rove with the words:

Is that billboard made by republicans? ... really?! I looked the photo before reading the text and thought that it's really good "ironic joke" made by democrats.
